Overview

The COLUMBIA Propulsion Plant directorate is seeking a highly motivate candidate to support submarine construction activities of COLUMBIA Class. The COLUMBIA Propulsion Plant directorate is responsible for all aspects of engineering and design for S1B Propulsion Plant internal structures, fluid systems, and risk mitigation for the Class. Additionally, this directorate supports resolutions of design issues, trouble-shooting construction problems, technical support for manufacturing operations, implementation of process improvements, and major area teams within the propulsion plant spaces. The directorate's main goal is to provide timely, high quality engineering support for all shipyards and vendors responsible for the construction of the COLUMBIA Class.

This opportunity is for a highly motivated program representative to serve as a coordinator for this multi-faceted engineering group. Daily production relies on careful planning and communication of all tasks being accomplished which require continuous interaction between all departments and organizations within EB. This job has multiple primary responsibilities monitoring, evaluating, troubleshooting, and reporting Electric Boat business system data to assist management in improving organizational performance, resource planning, quality, and communication of functional metrics. The position will involve supporting engineering and design organizations, communicating status of products between engineering, ECM, planning and operations groups. The position also includes facilitating meetings, making presentations, and independently providing performance reports at both the department and directorate level. The successful candidate will assist in supporting operations agenda meetings, work instruction hold-up meetings, and stop work meetings. They are also expected to relay shipyard priorities to the appropriate design and engineering group.

Responsibilities Include (but are not limited to):

    Meeting Facilitation and Management
    • Develop and maintain meeting data spreadsheets and management tools
    • Chair status meeting with supervisors/manager to review progress to department goals
    • Facilitate communication with D&E groups with operations and planning
    • Publish department performance metrics
  1. Facilitation of Design and Engineering Supported Metrics
    • Department CN meetings and metrics
    • WI Holdup and Stop Work meetings and metrics
    • VREQ/VIR/VPAR meetings and metrics
    • NIP/NCR meetings and metrics
    • Department EVMS and manning metrics
    • Department surveillance meetings and metrics
    • Development of slide presentations for bi-weekly meetings with Naval Reactors and NNL
  2. Support of Engineering Product Development
    • Perform discrete tasks at the direction of engineering supervision as necessary to support product development, to assess magnitude of impact due to emergent problems, and to carry out corrective actions
    • Assist with developing schedule recovery plans, plan of action and milestones as requested by supervision
  3. Department Technical Product Quality (TPQ) Rep
    • Maintain department's TPQ plan
    • Develop, collect and analyze metrics to ensure department quality objectives are being met and continually improved
    • Work closely with engineers to ensure processes are understood, implemented and improved
    • Work with management and team members to develop corrective action plans
    • Conduct audits
    • Facilitate department's unplanned events
    • Contribute to organizational self-assessment
  4. Resource Planning
    • Use scheduling and planning tools to analyze current and future work in order to develop and ensure adequate resources
    • Make recommendations to management for staffing levels and hiring goals
    • Monitor and report on hiring and attrition information in support of meeting staffing goals
Qualifications

Required:

  • 2+ years of related experience
  • Ability to obtain DOD secret security clearance
  • 1 year Project or task management experience
  • Internal candidates must be from organizations outside of operations (Casciano/Gabriel)

Preferred:

  • Bachelor's degree in engineering, finance, business, or equivalent experience
  • Experience in earned value management system (EVMS)
  • Experience with Electric Boat business system and performance monitoring tools
Skills
  • Proficiency in Microsoft Office products with emphasis on spreadsheet (Excel) and/or database (Access)
  • Demonstrated experience taking initiative and working independently
